How to take out CTP insurance if the residence permit differs from the place of car registration
Compulsory insurance policies in Ukraine are subject to legislatively approved standards. Information about the owner of the car and the vehicle must be accurate. If it turns out that incorrect data has been entered during the policy check, a representative of the National Police has the right to issue a fine. In the event of an insured event, there may be problems with payments. It doesn't matter whether the information was entered by accident or intentionally distorted.
The policy application form contains a clause: the place of registration of the vehicle or the owner's residence. This is the point that causes disagreements.
How to fill in the registration clause correctly when applying for CTP insurance
After amendments were made to the law on compulsory insurance, a clear answer to this question emerged. When purchasing a motor third party liability insurance policy, you need to specify the address where the car owner is registered in the passport. The same locality must be in the technical passport for the car.
The address of registration of the car according to the technical passport affects the cost of CTP insurance. This relationship was not established to hit the pockets of residents of megacities. By using regional adjustment factors, insurers can more accurately assess the degree of risks they take. Big cities have heavy traffic and a lot of cars, so the risk of an accident is higher.
Regional coefficients have been determined for the following areas:
- Kyiv, where the K2 value is the highest. It is equal to 4.8. This means that the basic tariff when calculating the cost of MTPL insurance increases by 4.8 times;
- satellite cities of the capital of Ukraine;
- millionaires;
- cities with the number of inhabitants from 500,000 to 1,000,0000;
- settlements with a population of 100,000 to 500,000;
- places with less than one hundred thousand inhabitants.
Prior to the amendments, the price was affected by the place of registration of the car, i.e. the MREO office or service centre. This created a loophole for drivers. They would register their cars in rural areas or small towns to reduce the cost of CMTPL insurance. Now the issue of re-registration in small towns to save money has lost its relevance.
What to do if the civil passport and the car registration certificate have different registrations
There are situations when different places of registration are indicated in a citizen's passport and in a vehicle document. For example, a car owner lived in Sumy and bought a car there, and then moved to Kyiv for permanent residence. In this case, the passport shows a Kyiv registration, while the technical passport shows Sumy.
When filling out the questionnaire for purchasing MTPL insurance, you should indicate your real place of residence, i.e. the city of Kyiv. You need to change the information in the car document to the current one.
If this is not done, fines and notices will be sent to the old address. If a penalty is charged for late payments, the car owner will only be able to find out about them after receiving a summons for non-payment.
Replacing a technical passport is a public service that requires contacting the MREO. Commercial organisations also provide assistance with replacement.
Registration of MTPL insurance for the actual driver
Sometimes the owner of a car transfers the right to drive to another driver. This is permitted by law on the basis of an oral agreement and if the driver has a registration certificate. The power of attorney that used to be required has now been cancelled, but experts recommend that you issue a delegation of driving rights with a receipt.
The owner of the vehicle may belong to a privileged category of citizens and have the right to buy MTPL insurance with a 50% discount. When taking out a motor third party liability policy for another driver, the benefits do not apply. The person who will drive the car takes out insurance at full cost.
What to consider when applying for CTP online
At the office of an insurance company, a manager can tell you how to fill out an application for the purchase of MTPL insurance. Today, drivers prefer to use remote sales channels due to a number of conveniences and advantages. You need to enter the information yourself, following the following recommendations:
the information should be written in Ukrainian;
if the car is used for commercial purposes, this fact should be reflected in the application form;
before starting the application process, you should have your driver's licence, personal tax number, vehicle registration certificate and main identity card ready.
The official websites of insurance companies provide tips and examples when filling out the application, so it is difficult to make a mistake. The convenience of online processing also lies in the ability to pre-calculate the cost of MTPL, compare data from different insurers, and choose the most favourable offer.
